The California Advanced Services Fund (CASF) provides up to 40% subsidy to qualifying companies and carriers to build and extend internet and broadband connections to unserved and underserved areas. The California Advanced Services Fund (CASF) was authorized by the Commission on December 20, 2007, in D.07-12-054 in accordance with Public Utilities Code § 701. Advocacy
DRA has advocated for selection criteria that will produce investment in unserved areas with low income populations and low density areas. DRA also actively lobbied for and won changes to the enabling legislation for this fund, including an overall funding cap of $100 million and audit requirements. DRA has worked to ensure that the CASF is being spent in accordance with its intended goal because ratepayers are paying surcharges to provide money for the fund.
