California Lifeline Telephone Program, also known as Universal Lifeline Telephone Service (ULTS) was established by the Commission in compliance with Public Utilities Code § 871 providing discounted basic residential telephone services to low-income households. Issues in this proceeding include potentially shifting Lifeline service discounts to a standard discount “voucher” system; expanding the program to include wireless service and implementing a prequalification system.

Advocacy
- DRA has supported investigating the voucher option and wireless programs, but urged the Commission to maintain the integrity and success of the Lifeline program by retaining the “first contact” enrollment policy.
- DRA participates in the ULTS Trust Administrative Committee (ULTSAC), an advisory board that advises the Commission on the development, implementation, and administration of the ULTS program.
