    Video Franchising (DIVCA)

     

    Advocacy

    DRA’s primary role under DIVCA is to advise and support local governments on aspects of video regulation that remain their responsibility and affect local communities: consumer protection, non-discrimination, service quality monitoring, PEG (public, education and government) channels and and build-out requirements.  For questions, please contact Michael Greer at 415-703-2287.     Background

    Assembly Bill 2987 – the Digital Infrastructure Video Competition Act (DIVCA) – made cable franchising a statewide role of the Commission rather than, as previously, the job of local governments in each community.  This proceeding implementing DIVCA is designed to facilitate cable providers and telephone companies offering of statewide video service. Its goals include creating a level playing field for video market competitors, and promoting widespread, non-discriminatory access to advanced video and broadband services and technologies. As of October 2007, the Commission has awarded four statewide franchises. 

     

    Outreach

    • DRA has been facilitating an on-going effort between local governments and video service providers to standardize a Franchise & PEG (Public, Education, & Government) Fee-process and remittance form.
    • DRA is actively involved with local governments and community based media centers protesting AT&T's U-verse video sevice non-compliance with PEG channel availability requirements.
