Andrew Ulmer

DRA Chief Counsel

Andrew serves as Chief Counsel for DRA. Prior to joining DRA, Andrew was counsel to the California Department of Water Resources (CDWR) in Sacramento, California. Andrew has also practiced law in San Francisco representing public and private entities in energy and telecommunications matters as well as commercial litigation. Andrew graduated from Tulane Law School in New Orleans, Louisiana in 1996. He received a Bachelor of Arts degree in Philosophy from Katholieke Universiteit Leuven in Belgium and a Bachelor of Arts degree in English from James Madison University in Virginia.
