    Sepideh Khosrowjah

    DRA Policy Advisor

     

    Sepideh Khosrowjah joined the Commission in 1990, and has gained extensive experience in various subject matter areas, including electricity, natural gas, communications, and water.  Earlier in her CPUC career she spent eight years in the Division of Ratepayer Advocates working on both Communications and Energy matters, testifying on behalf of ratepayers in a number of the Commission's proceedings.  Later she spent time in both the Energy Division and in the Division of Strategic Planning (renamed Policy & Planning Division), spearheading natural gas efforts and working on electricity procurement. Returning to DRA in 2005, Sepideh has led DRA’s efforts on electricity procurement issues.

    Sepideh has been DRA’s project coordinator for the long-term procurement plans proceeding, an umbrella proceeding for fifteen other energy proceedings at the Commission.  As project coordinator, she has been DRA’s lead representative in procurement related forums, including workshops, working groups, the procurement review groups, and settlement negotiations.

    When she was with the Energy Division, Sepideh worked on electricity policy issues, resource adequacy, and long-term procurement proceedings.  During that time she worked closely with California Energy Commission staff to coordinate both agencies' efforts on procurement-related issues.

    While with the Division of Strategic Planning, Sepideh worked as a natural gas expert providing advice and guidance to the Commissioners and their advisors on a number of complex natural gas issues.  She initially raised the question of the Commission's jurisdiction over the liquefied natural gas (LNG) proposals in California, and helped the Commission to issue an Order Instituting Investigation into the proposal of Sound Energy Solutions to construct and operate a liquefied natural gas terminal at the Port of Long Beach.  She also served as the Commission’s representative to interagency working groups such as the Governor's Natural Gas Working Group and the Liquefied Natural Gas Working Group.  Also, while in DSP, Sepideh performed extensive research on water utility infrastructure issues in California.


    She is one of the principal authors of the following reports:

    •          2002-2006 California Natural Gas Infrastructure Outlook;
    •          Broadband Services as a Component of Basic Telephone Service; and
    •         A Core/Noncore Structure for Electricity in California. 

    Sepideh Khosrowjah has a Bachelor’s in Mathematics and a Master’s in Economics.  Sepideh is also a published playwright and her plays have been staged in Berkeley and other cities in the country.
