    Cynthia Walker
    Cynthia has worked for the Commission for over 12 years, most recently as Deputy Director in the Consumer Protection and Safety Division (CPSD).  Prior to that, Cynthia spent many years in the Division of Ratepayer Advocates as an analyst working on various telecommunications proceedings, including the proceeding that established the New Regulatory Framework and the local competition rulemakings.  In 1995, Cynthia left the Commission to work for private industry.  She held several director-level positions in the private sector covering regulatory, legislative and government affairs for the cable industry and competitive local telecommunications providers.

    In May of 2002, Cynthia returned to the Commission's Division of Ratepayer Advocates and was assigned to PG&E's 2002 rate case.  After that, Cynthia went to the Telecommunications Division as the Project Manager for the team that drafted the Commission's most recent report to the legislature concerning broadband deployment issues.  In September of 2004, Cynthia was appointed Deputy Director in CPSD, where she was responsible for the division's transportation and utility enforcement programs.
