    Greenhouse Gas (GHG) Policy

    GHG Policy Background

    In January 2007, the Joint Commissions adopted an emissions performance standard for new long-term financial commitments to baseload generation undertaken by all electric utilities serving California loads. In March 2008, the Joint Commissions recommended that the Air Resource Board (ARB) adopt regulations to require all cost-effective energy efficiency in the state, and increase renewable power beyond the currently mandated 20% level. Additionally the Joint Commissions recommended that ARB design a multi-sector cap-and-trade system for GHG emissions in California, to be implemented in 2012. For the electricity sector, the compliance obligation under a multi-sector cap-and-trade program will fall on the deliverers of electricity into the California grid. The Joint Commissions are currently planning to issue a decision related to design issues of a cap-and-trade program for the electricity sector by August 2008. The Joint Commissions’ decision will be considered by ARB in its determination of a scoping plan which is intended as a roadmap to implement AB 32.
