2009 - 2011 EE Program Portfolios
This 3-year funding cycle of portfolios is currently in development. Applications will be submitted to the Commission on June 23, 2008. DRA will then review the applications and make provide comments and recommendations to the Commission as to ensure that energy efficiency portfolios for the next 3 years meet Commission directives and most cost-effectively benefit ratepayers.
Background
The Commission's decision in October 2008 set the foundation and direction by which the utilities should develop their portfolios:
DRA submitted the following comments on the decision:
Energy Savings Goals: the Commission determined in Decision 07-10-032 that the long-term goals previously set for 2004-2013 would remain in effect for program years 2006-2008. The process to set new goals for 2012 and beyond has commenced. More details can be found on the DRA Goals Page.
2006 - 2008 EE Programs
This round of portfolios marked the beginning of the current administrative structure that gave responsibility of management of energy efficiency programs to the IOUs. Energy Division developed protocols and manages the evaluation contracts to oversee and measure the final programs results to verify the amount of energy actually saved, which will serve as the foundation to determine the performance basis and results of the shareholder incentive mechanism.
DRA served a part of the PAG and PRG advisory groups to the utilities to develop proposals and monitor the third party competitive bidding process.
2004 - 2005 EE Programs
During this funding cycle, EE programs were managed by Energy Division of the CPUC. Evaluation, Measurement, and Verification results have recently been completed for most, if not all, 2004-05. DRA has advocated for faster turnaround of evaluation results to provide feedback that will support improved portfolio design in a more timely manner.
