    2017 General Rate Case

     

     

    Background 

     

    On January 4, 2016, the San Gabriel Water filed its Application with the CPUC, proposing to increase its revenues for both of its divisions, starting July 1, 2017:       


     Los Angeles County  

    July 2017:  $14,476,800 increase or 24.8%  
      

    July 2018:  Additional of $3,599,800 increase or 5.0%  
      

    July 2019:  Additional increase of $4,778,200 or 6.4%  
     

    Fontana

    July 2017:  $20,607,600 increase or 38.6% 
     

    July 2018:  Additional increase of $1,760,400 or 2.3%  
      

    July 2019:  Additional increase of $2,664,800 or 3.4%    


    On May 3, 2016, the CPUC issued a Ruling setting the scope and schedule of the proceeding.   

    Public Participation Hearings are expected to be scheduled in San Gabriel's service territory for July 2016. 

    Evidentiary Hearings are set for October 24 to November 2, 2016 in the CPUC's Los Angeles office.  

    A final CPUC Decision is scheduled for the second quarter 2017.    

      

     

    ORA Position

    ORA has performed an initial review of San Gabriel Water's Application. ORA finds that San Gabriel's requests require more in-depth analysis to ensure that they are justified and reasonable, particularly in the areas proposed of:  

    • Revenue rate increases, including sales, revenue, consumption, and number of customers. 
        
    • Operation & Maintenance and Administrative & General expenses, including payroll and conservation. 
        
    • Additions to its capital investments, including office remodeling, unauthorized plant expenditures, purchase of water rights, construction work in progress, and water quality projects.

    ORA expects to issue its full Report via Testimony on July 25, 2016.
