• SoCalGas/SDG&E PSEP Testimony

  • Background

    In 2011, the CPUC ordered utilities to submit Pipeline Safety Enhancement Plans (PSEP). In August 2011, SoCalGas and SDG&E jointly forecasted about $1.7 billion for safety upgrade measures, proposing to have customers to bear the cost.

    DRA submitted its testimony in response on June 19, 2012, recommending that customers should not be responsible for the vast majority of these costs. Instead, shareholders should bear the cost of making improvements to ensure its pipeline system is safe.
